Information
Racing Courses
The practice course is on the North Frontage Road, just East
of Battle Mountain. This course will be closed to traffic for
an hour
to allow racers to test over a two mile distance, with a 200 Meter trap. The
test runs are to be held Monday, Tuesday, Wednesday, Thursday,
and Friday
mornings. This newly repaved course features a several mile
run up, then 200 Meter traps, then a 3/8 mile shutdown area.
This road is extremely straight and flat.
The Rt. 305 course has a five
mile run up with a 200 meter trap. Only
pre-qualified 2004 racers, racers who qualify in 2005 on the
morning qualifier course and those who have a well-attested
qualifying speed set elsewhere will utilize this course. There
will be two sessions per night, each lasting 20 minutes. We
will attempt to launch an equal number of bikes per session,
two to three minutes apart. The order of start will be: Early
session: slower bikes group, fastest first to slowest (to
lessen the risk of one bike overtaking another). Later
session: faster bikes group, fastest first to slowest.

Record attempts on SR 305. Two sessions lasting 30
minutes each (the maximum amount of time we can close
the road). Immediately after the record attempts we
re-group at the Super 8 Motel to announce official
speeds and to give any announcements for the next day.

Timers should begin setting up
- NDOT signs should be up (to be performed by NDOT)
- All 1st session racers should arrive at the start
- Bus Leaves the Civic Center and makes one stop at
Ranch Road 3 area.
- Distance markers should already be in place
5:00 All non-timing officials must check in at the
Catch area with the Course Marshall.
5:15 All Officials should be in place
- ALL racers should be at the start area.
- 1st session racers should have their vehicles ready
- Spectator bus leaves the Ranch Road 3 area to drop off
spectators.
5:30 Roadblock begins.
- NDOT personnel and Race Officials to note the last car
to pass before the block and confirm with their
counterparts at the other end of the course when the
last car has passed the opposite end of the course.
-Racers
can set up on the blocked lane of traffic in the order
of launch.
-The last car from the North end of the course will be a
WHPSC officials' car with flashing lights. NDOT
personnel and WHPSC officials will note when this last
car passes though the south end of the course.

Timing tapes are laid down after last car passes timing
area.
5:40 Course Marshall, with radio contact with
launch official and catch official, confirms
complete road clearance, that the timing system is
operational. When affirmative, launch official
release the first vehicle with its chase vehicle.
Faster riders will ride first in the session.

road, the roadblock can open.

WHPSC officials' car with flashing lights. NDOT
personnel and WHPSC officials will note when this last
car passes though the south end of the course.
-Second Session riders may line up on the blocked side
of the road.

FR
402 - Qualifying Road Plan

Dates: October 3, 4, 5, 6, 7, 2005
Times: 9 a.m. to 10 a.m.
We are requesting the use and road closure of FR402 from
Muleshoe Road eastward for approximately 3 miles. This
road will be used for qualifying racers and for practice
runs (for both racers and officials). There is little
traffic on this road and there are no crossroads in this
section of road.
If we do not need to use this road on any particular
day, we will notify NDOT by 8:15 a.m. that morning. If
there are any cars that need to use the road between 9
a.m. to 10 a.m., the maximum time we will hold them up
at either road block will be 15 minutes. Most likely the
wait would be less, as we will be able to stop vehicle
launches when necessary and let any cars pass through.
Nevada Dept. of Transportation road personnel will staff
the roadblock. Those wishing to use the course must talk
to me (JW) the night before.

Special events:
As
in past years, Battle Mountain does it's best to keep
things interesting for the racers and helpers. As all
the racing happens in the mornings and evenings, there
is a chunk of time in the afternoons to find other
entertainment. All the special events will be run
to complete by 4.00pm so there is time to prepare and
get to the course.

bleachers, snow fence and portable toilets are in place.

participants and helpers.

and tell at The Battle Mountain Civic Center for Schools
and the public - riders bring their vehicles to the
school to display.

to the top of Mount Lewis. That's
the 9,600 ft peak above the course.

Afternoon
Possibly shooting at the range. HPVA membership meeting
at the Super 8 Motel. 1.00-3.00pm
Basque Society dinner and entertainment at the Civic Center ($12.00 est)
After
the record attempts there will be the annual Basque
dinner. There will be a sign-up sheet at the Official
meeting so they know how many will be attending. This
year there will also be a place on the sign-up sheet to
indicate if you are vegetarian, or non-red meat people.
Do this early so they can plan!

General
Info:
It is the responsibility of the overall event coordinator to
try to make things run as smoothly and safely as possible.
There will be also be a three-person protest/advisory
committee. This committee will have final decision-making
authority on any disagreements that can't be easily resolved.
For
the first night, the organizer, committee members and
technical inspectors will meet after the morning session and
determine start order for the first night. Start Order will be
posted at the Super 8 Motel. The start order sequence for
Tuesday through Saturday night will generally be determined by
the speed attained on the previous night. However, the
organizers reserve the right to change the start order due to
individual circumstances.

Rules:
Wind speed rules:
IHPVA Competition Rules will be
used for WHPSC records. IHPVA rules state a 1.66 m/s max wind speed in any direction for
a legal record run.
.deciMach rules state that wind speeds above 1.66 m/s are illegal if the
wind direction exceeds 85 degrees left or right for a following
wind. Headwinds are
OK. .deciMach rules will be used for .deciMach prizes.
Safety and General Rules:
This event event will run under
the IHPVA
Competition Rules.
Safety Rules:
No cars will be allowed within the 200 foot span of the Highway right of way fence except for officials loading and unloading of timing equipment.
Additionally, for rider protection. The reflector poles on the side of the road will be removed by the Nevada DOT for the last
2 miles of the course during the week of the event.
Some have expressed concern over the bleachers. These bleachers will be and have always been located 75 feet from the roadway and the spectator area is protected by an orange plastic fence as in years past. The terrain between the road and the bleachers is soft dust specked with 3 foot sage bushes. The possibility of any crashing HPV coming near the bleachers at speed is extremely remote.
The streamliners will be
required to carry some reflective tape or lights at the rear
to help their chase vehicles see them in the twilight after
sunset.
Chase vehicle
procedures:
It appears that the condition of the road is less damaged in
the left lane. This year we are going to try running in that
lane for the first night. Here are the chase vehicle
procedures for each lane.
Qualification:
-
If we have 10 or less than 10 teams, qualification contests to see who will
run on SR 305 will not be necessary. However, there will be "certification"
runs on North Frontage Roads for riders/bikes that have not yet demonstrated the ability to exceed 40 mph at any previous HPV event, including past events
at Battle Mountain.

This "certification run" (also known as "dynamic
inspection") will be part of the technical inspection.
Technical inspection, by our inspection team, is required
for all racers. Anything that is not permitted by the
rules or is considered to present a hazard will be pointed
out. We cannot state the bike is safe.

If we have more than 10 potential runners, the qualifiers must go faster
than currently qualified competitors, or exceed the 50mph qualifying speed for men and tandems, 45mph for women and juniors.

The detail of the formula by
which the new qualifiers will be given a slot on 305 is still under development.

Any other team can also make practice runs during the time North Frontage
Road is closed on any morning by agreement with the race organizer.

Fees:
While spectators are
free, racers need to pony up some cash for the privilege of
racing.
SR 305 speed run Racers - $200
Certification and Practice runs only- $30 (plus another $170 if you
qualify and want to race on Rt. 305)
Lodging:
Super 8 Motel is offering us $45 1 bed, $49 two bed, plus tax per night.
WiFi is included this year, so Internet connectivity should be
much better. There is a reason prices are higher. Newmont Gold is building a new 'mill', just off 305 around Copper Canyon. There are about 1000 workers involved and they will be there for 18 months.

Travel:
The event will be held on stretch of HWY 305 about 14 miles
south of Battle Mountain, Nevada., which is located on HWY 80
about 219 miles Northeast of Reno, NV and 301 miles West of
Salt Lake City.
Though Battle Mountain has it's
own airport, the closest commercial airport
is in Reno, Nevada. Once there you can rent a car and take a
high speed 2 hour trip to Battle Mountain.
The first day's event will start at
approximately 5:30 pm on Monday October 3rd. Any daily
