Information
Racing Courses
The practice course is on the North Frontage Road, just East
of Battle Mountain. This course will be closed to traffic for
an hour
to allow racers to test over a two mile distance, with a 200 Meter trap. The
test runs are to be held Monday, Tuesday, Wednesday, Thursday,
and Friday
mornings. This newly repaved course features a several mile
run up, then 200 Meter traps, then a 3/8 mile shutdown area.
This road is extremely straight and flat.
The Rt. 305 course has a five
mile run up with a 200 meter trap. This course will be
utilized only by pre-qualified 2003 racers, or those racers
who qualify in 2004 on the morning qualifier course. There will be two sessions per night, each lasting 20
minutes. We will attempt to launch an equal number of bikes per session,
two to three minutes apart. The order of start will be: Early session:
slower bikes group, fastest first to slowest (to lessen the risk of one
bike overtaking another). Later session: faster bikes group, fastest
first to slowest.

5:00 Timers should begin setting up
- NDOT signs should be up (to be performed by NDOT)
- All 1st session racers should arrive at the start
- Bus Leaves the Civic center and makes one stop at Ranch Road 3 area.
- Distance markers should already be in place
5:15 All non-timing officials must check in at the Catch area with the Course Marshall.
5:30 All Officials should be in place
- ALL racers should be at the start area.
- 1st session racers should have their vehicles ready
- Spectator bus leaves the Ranch Road 3 area to drop off spectators.
5:45 Road block begins.
- NDOT personnel and Race Officials to note the last car to pass before the block and confirm with their counterparts at the other end of the course when the last car has passed the opposite end of the course.
-Racers can set up on the blocked lane of traffic in the order of launch.
5:50 Timing tapes are laid down after last car passes timing area.
5:55 Course Marshall, with radio contact with launch official and catch official, confirms
complete road clearance, that the timing system is operational. When affirmative,
launch official release the first vehicle with its chase vehicle. Faster riders will ride first in the session.

6:15 NDOT personnel confirms arrival of last chase vehicle and accounts for all vehicles with Catch and Launch officials. Once confirmed and cleared from the road, the roadblock can open.
6:25 Roadblocks are reinstated
-The last car from the North end of the course will be a WHPSC officials' car with flashing lights. NDOT personnel and WHPSC officials will note when this last car passes though the south end of the course.
-Second Session riders may line up on the blocked side of the road.

| FR 402 - Qualifying Road Plan |
Dates: September 13, 14, 15, 16, 17, 2004
Times: 9 a.m. to 10 a.m.
We are also requesting the use and road closure of FR402 from Muleshoe Road eastward for approximately 3 miles. This road will be used for qualifying racers and for practice runs (for both racers and officials). There is little traffic on this road and there are no crossroads in this section of road.
If we do not need to use this road on any particular day, we will notify NDOT by 8:15 a.m. that morning. If there are any cars that need to use the road between 9 a.m. to 10 a.m., the maximum time we will hold them up at either road block will be 15 minutes. Most likely the wait would be less, as we will be able to stop vehicle launches when necessary and let any cars pass through. The road block would be staffed by Nevada Dept. of Transportation road personnel.
I will be trying to keep the qualifying on Muleshoe Road as short as possible. An hour at most.

Special
events:
As in past years,
Battle Mountain does it's best to keep things
interesting for the racers. As all of the racing happens in
the mornings and evenings, there is a chunk of time in
the afternoons to find other entertainment. |

(3 options)
1) Golf at the local nine hole course with rental
clubs available (4 sets), a putting green and driving
range as well;
2) Trap shooting at the range
3) Underground mine tour at Barrick Mines. -The tour
would require a 60 minute drive to the mine site, a
tour lasting about two hours (including gearing up and
a safety talk) then the return trip.
Basque Society dinner and entertainment at the
Civic Center ($12.00 est)
After the record attempts there will be the annual Basque
dinner. There will be a sign-up sheet at the Official meeting so they know
how many will be attending. This year there will also be a place on the
sign-up sheet to indicate if you are vegetarian, or non-red meat people.

Friday morning:
Fun races. Probably a drag race, some racing around
cones, etc. Location will be at the airport (on the apron).
This is to be confirmed as the airport is being
re-paved. Races will be open to
anyone ($10 each if a person isn't a registered rider already; includes
one-day insurance).
5:00pm
to 7:00pm: Record attempts on SR 305. Two sessions lasting 20 minutes each (the maximum amount of time we can
close the road). Immediately after the record attempts we re-group at the
Civic Center to announce official speeds and to give any announcements for
the next day.

General Info:
It is the responsibility of the overall event coordinator to try to make
things run as smoothly and safely as possible. There will be also be a
three-person protest/advisory committee. This committee will have final
decision-making authority on any disagreements that can't be easily
resolved.
For the first night, the organizer, committee members and technical
inspectors will meet after the morning session and determine start order
for the first night. Start Order will be posted at the Motel
8. The start
order sequence for Tuesday through Saturday night will generally be
determined by the speed attained on the previous night. However, the
organizers reserve the right to change the start order due to individual
circumstances.

Wind speed rules:
Note: IHPVA Competition Rules will be
used for WHPSC 2004.
IHPVA rules state 1.66 m/s max wind speed in any direction for
a legal record run.
For comparison, .deciMach rules state 1.66 m/s is illegal if the direction exceeds 85 degrees left or right following
wind and that headwinds are
OK.
Safety and General Rules: This event event will run under
the IHPVA
Competition Rules.
Safety Update: No cars will be allowed within the 200 foot span of the Highway right of way fence except for officials loading and unloading of timing equipment.
Additionally, for rider protection. The reflector poles on the side of the road will be removed by the Nevada DOT for the last mile of the course during the week of the event.
Some have expressed concern over the bleachers. These bleachers will be and have always been located 75 feet from the roadway and the spectator area is protected by an orange plastic fence as in years past. The terrain between the road and the bleachers is soft dust specked with 3 foot sage bushes. The possibility of any crashing HPV coming near the bleachers at speed is extremely remote.
Qualification
It appears that we will have 12 or less than 12 teams, therefore qualification contests to see who will run on SR 305 will not be
necessary. However, there will be "certification" runs on North Frontage
Roads for riders/bikes that have not yet demonstrated the ability to exceed
40 mph at any previous HPV event, including past events at Battle Mountain.
This "certification run" (also known as "dynamic inspection") will be
part of the technical inspection. The technical inspectors will be in a
chase vehicle during the certification run to make sure the rider can
control his bike at speeds over 40 mph and has a safe means of stopping.
Any other team can also make practice runs during the time North Frontage
Road is closed on Monday, Tuesday and Thursday mornings.
Fees:
While spectators are
free, racers need to pony up some cash for the privilege of
racing.
SR 305 speed run Racers - $200
Certification and Practice runs only- $30 (plus another $170 if you
qualify and want to race on Rt. 305)

The Super 8 motel will offer
rooms for $38/day plus tax if we can all stay there. The Super
8 has continental breakfast, extra large rooms, a meeting
room, an indoor pool and hot tub. It is located within two
blocks of the Civic Center, and essentially at the
intersection of Highway 305 and Interstate 80. This is an
INCREDIBLE rate. We will need to get need 35 rooms for 6
nights to get this rate, so please make reservations now!
Other
Motels in Battle Mountain
Travel:
The event will be held on stretch of HWY 305 about 14 miles
south of Battle Mountain, Nevada. which is located on HWY 80
about 219 miles Northeast of Reno, NV and 301 miles West of
Salt Lake City.
Though Battle Mountain has it's
own airport, the closest commercial airport
is in Reno, Nevada. Once there you can rent a car and take a
high speed 2 hour trip to Battle Mountain.
The first day's event will start at
approximately 5:30 pm on Monday September 15th. Any daily
cancellations due to weather will be available on the Battle
